we have a small apartment complex and every unit gets hot water normally, but one unit only gets water to their sinks and not the bathtub. what could be the problem here?

oh yea. the bathtub gets cold water, but not hot

This is a common problem with moen posi-temp valves it will get plenty of cold water but no hot at all.
You can either call a plumber and
have it replaced or do it yourself if your handy with this type of stuff.
The problem is that the cartridge has a piece inside it that is suppose to slide freely this is what allows the hot through and it must be stuck.To repair this you first have to shut the water off to the shower then you remove the handle and the face plate and the silver sleeve that covers the stem,now looking at the stem on the top you will see a flat clip with a hole in it at the top use a needle nose plier and remove the clip (WARNING MAKE SURE THE WATER IS OFF) Once you have removed the clip you can use a pair of pliers and gently pull the stem out of the housing once you have done this (before removing use a marker and mark on the stem top it does matter when reinstalling) just take the stem and give it a tap on the end it doesnt take much usually and do this until when you shake it back and fourth you can hear it sliding inside there then just reassemble DO NOT FORGET TO PUT THE CLIP BACK IN or you will get soaked.In some cases these need replaced but very rarely. good luck.
